We the undersigned call upon the Secretary of State for Health, Patricia Hewitt to accept responsibility for NHS trusts' overspend as a result of micro-management from Whitehall, miscalculation of the cost of new GPs and consultants contracts, government imposed performance targets distorting local priorities and constant change resulting in yet more red tape and bureaucracy.

Further, for her to return NHS service delivery to local democratic control; to remove Whitehall imposed financial penalties; and to cease preferential financial inducements encouraging private health sector providers at a time when NHS trusts are being forced to lay off staff and cut essential health services throughout Worcestershire.
